"I can reduce my usage, but I can't do anything about the level of the ECA." The cost adjustment works like this: Electric customers are charged for their monthly power usage. Residential, commercial and industrial users pay different base rates based on their power consumption. But on top of that, all customers pay another flat, per-kilowatt-hour cost adjustment charge.
